Rural county taxes
When I paid the property taxes in Bamberg County, South Carolina,
I rounded up by 12 cents, just to make it an even dollar amount.
Included with my receipt was a dime and two pennies refund.

I wonder how much extra postage was needed to send you the change. I do think the county couldn't legally keep the extra $0.12.

No extra postage- $0.42 on the envelope.

At least one other county in SC doesn't send refunds- I suspect there's a minimum below which refunds are not required.

I remember in Mississippi about 1964 my dad paid our property tax and got in change a couple of "1 mill" tokens. Wish I had saved them.

They could have kept it as a credit against next time.

Whatever system it is that they use, it's a stupid one, if it can't have a piece of logic for the minimum amount of a reimbursement that won't get them sued by a client.
