I haven't looked at the numbers, but I figured that they wanted to stick with an odd number and Utah as of the last census had the largest excess over the national average in population of congressional districts.

I still don't see how this is constitutional, and I still prefer the "give everything more than two blocks off the mall back to MD" solution.

Look at a map of MD/DC/VA, one that shows counties. You'll see that DC was formed originally by taking a square out of VA and MD, but in the 1840s the VA part became concerned that Congress might abolish slavery in the District and asked to be given back to VA, where it forms Alexandria County.

There has long been a non-voting representative from D.C in the House. Chances are that a switch to voting representation would require a constitutional amendment, as the constitution refers to representatives only in the context of "the several states".
